Bicycle traffic is now legal on Fulton Mall and the adjoining pedestrian
malls. Ordinance 2008-58, first approved by unanimous agreement of the
Fresno City Council on September 16, 2008, amends Section 14-801 of the Fresno
Municipal Code to allow the operation and parking of bicycles by the general
public on Downtown pedestrian malls. The original ordinance, enacted as
the Mall was being built in 1962, banned traffic, including bicycle traffic, on
pedestrian malls.
The combined efforts of the Downtown Association, the Downtown Bike Unit of the Fresno Police Department and the City PARCS staff has created guidelines in the interest of safety of bicyclists and pedestrians alike. These guidelines are:
1. Pedestrians have the
right-of-way.
2. Safe, responsible bicycle riding is essential.
3. A maximum speed limit of 10 m.p.h. is enforced.
4. No bicycles are allowed at sanctioned pedestrian mall
events.
5. Police officers have discretion to determine appropriate
bicycle conduct.
6. These guidelines apply to wheelchairs.
